That's misleading nga. There are scenarios na pwede mo na bayaran in advance ang informant or agent especially hindi naman lahat ng informant mag volunteer to do a service for free. Need nila ng money para magamit for day to day basis ng surveillance. Ano yun pinag matyag mo lng ng libre with or without fund for his/her expenses?
