🚨 Extra: The China-Russia relationship will be on display again at the upcoming BRICS Summit in New Delhi on 12–13 September. The expanded grouping provides Beijing and Moscow with an important platform to push for greater influence outside Western-led institutions. But BRICS also demonstrates the limits of their alignment, with countries such as India and Brazil pursuing their own interests rather than forming part of a unified China-Russia bloc. What happens when China and Russia pursue influence in the same regions? Across the Indo-Pacific, Arctic and Central Asia, their partnership comes into contact with competing ambitions, territorial concerns and countries determined to preserve their own independence. In the Indo-Pacific, those countries actively limit what Beijing and Moscow can achieve together. India continues to buy Russian weapons while strengthening defence ties with France, Israel and the United States. It also participates in the Quad with Australia, Japan and the US, and avoids formats that would place it inside a China-Russia bloc. Indonesia follows a similar balancing strategy. It accepts Chinese infrastructure investment and has conducted military exercises with Russia, while also tightening oversight of Chinese projects and maintaining defence cooperation with the United States. Vietnam buys Russian weapons while resisting Chinese claims in the South China Sea, and the Philippines has strengthened its American alliance in response to pressure from Beijing. These choices push China and Russia into separate relationships across the region, limiting their ability to act as a unified force. The Arctic presents a different problem. Russia and China have increased joint patrols, bomber flights and coast guard cooperation, including their first joint coast guard patrol in the Russian Arctic in September 2024. Center for European Policy Analysis also warns that the two countries could cooperate in operations against undersea cables and other critical infrastructure. The region contains several vulnerable chokepoints where damage could cause major disruption.
