as a practicing bald, electric shavers NEVER get close enough, especially if your hair grows fast. it's like starting your morning with 5 o'clock shadow all over your head. 😂 I have to buy razors in bulk and shave every other day at LEAST, every day if I have plans. but once you get used to it, shaving only takes a few minutes.

As a bald man shaving my head for 15 years: get a Gillette Fusion Power Razor. The razor vibrates to provide a smoother and closer shave than usual. I do not recommend using the power razors; they never shave close enough and you’ll have to shave daily instead of every other day. I wish I could afford to laser the rest of the hair off my head 🤣
