I don't think a 9% difference in cost is going to cause people to not eat out anymore. The people who are that cost conscious are cooking at home anyway

Sweden used to do vat on eat in/out, mc Donalds just placed all on out lol. it wont make the food cost less for consumers in the end, but the restaurants keep the small diff. wont confuse business tho, they adapt fast, but poor solution.
