I respectfully disagree with your point. From my experience, HR often doesn’t have a complete picture of what is actually happening inside a department. In Pakistan, I believe the problem is often more about authority and empowerment than the capability of managers. Many organizations appoint managers but don’t give them enough authority to make decisions. Instead, almost every matter still has to be reported to or approved by senior management. Sometimes, senior management itself may not fully understand what authority a manager should have or what value an experienced manager can bring. If someone has 8–10 years of relevant experience, they obviously bring knowledge, skills, and practical exposure with them. If you give someone the responsibility of managing a department but don’t give them the authority to make decisions, you can’t expect them to perform at their full potential. So, in my opinion, the problem is often not the managers. It is the system, lack of empowerment, and reluctance to delegate authority.
