This is true in a particular way. In exchange for being tolerated to exist as a (superficially) non-extreme Far-Right government by the Americans and Wall Street, Gordon Brown (following the IMF's post-Cold War sabotage of multiple economies globally) fully surrendered the remaining vestiges of the UK government's control over the British economy by privatising the BoE and making it "independent" (answerable only to Wall Street and the financial aristocracy). By the time Cameron came to office, the final and total abrogation of any trace of government control over the economy was also eliminated with the creation of the OBR. Thereafter the UK government became effectively redundant and unable to deliver anything ever again. This is precisely why we're running through pointless governments every fortnight, with no end in sight, none of which can do anything other than tinker with personal taxes and harass immigrants from time to time to keep the lower white working classes on side.
