Why is it that you mention that a champion like syndra wants to stack magic pen and not just AP like deathcap? What makes the difference from other champs?

Shouldn't it also technically reduce CD of her W? Imperial Mandate says "Abilities with immobilizing effects have their cooldown reduced equivalent to 20 ability haste.", but it doesn't specify the effect has to immobilize champions. Syndra W puts minions, monsters, and pets in stasis, and the wiki directly states that stasis is an immobilizing effect.
