Even if the government caused him to go that far and we could consider him a victim in that regard, you can be a dreadful villain and still have started out as a victim. Just like you could have been a victim and become a hero, or even just broken and you become neither. The story of how you broke does not justify the actions taken after it merely shines light on the path you chose.
