Series 40 detroits are dt466s in disguise so I wouldn't be surprised if they helped out casting 6.5 blocks at some point. I was always told the 5.7 and 6.2 were based of the BOP ( buick,olds,pontiac) gas engine line so im not sure how much of that architecture transfers over to the 6.5

I heard from a old head you can take the heads off and put 454 heads down on and convert to gas

Rear hole is for oil pump drive and often a speed sensor or vacuum pump. Navistar did the castings after gm quit building them

Definitely the Navistar logo. Seems they got their hands in casting quite a few engines, they casted some 12 valves too. IIRC the most sought after ones as well.

yes International played a part in the GEP engine after 2000. the military humvee 6.5 was built by Detroit and International together

Some of the architecture is similar to the gas engines but it’s definitely not just a gas engine with diesel heads like some people say. That “distributor” hole was actually for a vacuum pump. The castings are thicker than a small block and the valley of the motor is open to the air.
