There idea that there are "equally" qualified people in problematic when we are concerned with elite performance.. There was only one Karl Benz, and Institutions have to compete for elite talent.. This is the one place where this argument has not legs...

but this initiative was wrongfully done from the onset, why hire this foreigners on permanent basis? it should be on 7yrs contact, by doing so with a clause that the foreigner must teach a local to do that job thier being hired for. then in 7yrs we expect that the foreigner would have produced maybe 7 candidates who will be able to do the foreigners job. by hiring them permanently we inturn say the foreigner won't produce candidates so we need the foreigner indefinitely.
