The legislation stripped local conservation authorities of their long-held powers to block or alter construction projects based on factors like pollution or land conservation. By forcing these agencies to permit development on fragile floodplains and previously protected wetlands, critics, scientists, and the Auditor General warn that Bill 23 removes the natural infrastructure that absorbs stormwater.
