It is illegal to possess large amounts of foreign currency in SA. If I tried to bank that amount of US $ I would be arrested and the money seized by the state. Why do certain laws only apply to the average citizens but don't apply to the politicians?

let me educate you how the law works. if there's a house breaking in your house but you are not around it means the person who is in the house that time is the one who should open the case. after all the farm is the big company with maker,finance managers etc. so president was busy with state duties
