@fokumlah1: President William Ruto has just taken a major step to protect Kenyan small businesses from foreign competition. Ruto has directed authorities to crack down on foreign nationals operating certain small-scale businesses in Kenya, including hawking and small retail shops, with enforcement expected to begin on Monday, September 7. His position is clear: Kenya welcomes major foreign investors who bring capital, create jobs and contribute to the economy, but small neighbourhood businesses should primarily be opportunities for Kenyan citizens. And this is happening alongside efforts to fast-track Kenya’s Local Content Bill, which seeks to reserve certain economic activities for citizens. Now, whether you agree with Ruto’s policy or not, there is something important about how this is being handled. If a government believes foreigners are operating businesses they are not legally permitted to operate, the government should enforce the law. Not citizens. And this is where Kenya’s approach is very different from what we have seen in parts of South Africa, where frustration over foreign-owned businesses has sometimes turned into citizens entering shops, forcing businesses to close, looting and destroying property. That is not how a functioning state should operate. You can disagree with Kenya’s policy. You can debate whether it is economically wise or whether it could hurt regional integration. But if a law needs to be enforced, let the government enforce it through legal channels.
