You can be a victim and not be recognized as a victim hmmm . Displaced workers who are the real victims are not included. You can change employer because of exploitation and still become a second victim because you will need COS to extend your stay . Before this law you have right to change abusive employers when another employer gives you COS . What skilled workers really want remove COS from employers let us extend our stay independently either through the home office or local council.
