This was explained in the books. You can't just make any item a horcrux. It had to have a deep magical connection. All those items mentioned (beyond the diary which had other magical connections) were magical artifacts from the founders of hogwarts.

My head canon is that each Horcrux desires to become a complete person. That's why he had so many protections on them. it's to protect himself from himself. Otherwise, we'd have 6 Voldemorts fighting each other for dominance.
