An indirect ways to disqualified student they deliberately failed students in English and Maths... so tell me how can one school with 65 candidates everyone has 4 in both English and maths??? how is that possible??? i am with the view that there should be cut off grade but not in this way

sometimes students always and the grade that they are expecting they can't get and I don't know whether it is coming from does marking because does that were not able to write something and the time always beat them at the end they will get the same grade as the way others are scoring and at the end they will be conderming all students that they are not learning that is not fair
