corlys claimed them, laenor claimed them, and most importantly king viserys claimed them. they made it “obvious” in the show but in the book it was clear that it’s just a rumor started by the greens merely due to their hair color, which also didn’t make sense bc their grandmothers rhaenys had black hair and aemma’s was never confirmed but she was an arryn so she most likely had dark-ish hair too.

The funny thing is even by modern standards they aren’t bastards because of Laenor. As Rhaenyra’s husband, even with DNA tests, Laenor would still be the boys’ presumed father because he was married to Rhaenyra during their births and their legal father because he claimed them. Because Westeros lacks DNA tests they’d still legally be Laenor’s sons even if Harwin revealed his relationship with Rhaenyra because he can’t definitively prove their paternity
