Section 111 of the Constitution Act, 1867 made Canada liable for provincial debts and liabilities at Union. Debt was written into Confederation. On July 1, 1867, the Dominion opened with $93 million in gross debt and $75.7 million in net debt—about one-fifth of its economy. CANADA WAS BORN MORTGAGED. The colonies borrowed to build ports, railways and the machinery required to occupy and develop the land. Confederation transferred their liabilities to the federal government. The Crown asserted sovereignty over Indigenous territories. Governments surveyed the land, granted it to settlers and corporations, extracted its resources and borrowed against its value. Land became collateral for a country Indigenous peoples had never consented to finance. Then came the company store. The Hudson’s Bay Company’s forts were stores, warehouses and accounting offices. Its ships, boats and carts carried goods inward and wealth outward. The Company controlled the storage. The Company controlled the carriage. The Company set the value. The Company kept the ledger. In 1869, Canada purchased the Company’s claim over Rupert’s Land and the North-Western Territory—lands already inhabited and governed by Indigenous nations. The Company received £300,000, retained its posts and kept one-twentieth of surveyed fertile land. Then the Canadian Pacific Railway received $25 million, 25 million acres and other privileges. The Crown claimed the territory. The Company stored the wealth. The railway carried the wealth. The banks financed the movement. The creditors collected the interest. The people paid the freight. Indigenous nations supplied the land. A deficit is the annual transaction. Debt is the accumulated account. Land was the collateral. But when I borrowed money from my parents, they did not charge me interest. The Crown kept the jurisdiction. The creditors kept the bonds. The companies kept the infrastructure. The child received the mortgage. WTF, Charles? 😇 FUN FRACTAL The same structure continues at HOME. Canadian landowners generally hold fee simple, not allodial title. You may own your house, but not sovereign authority over its ground. The bank charges interest. The municipality taxes its value. The state regulates its use. You maintain the property. Indigenous relationships with land carried law, responsibility and belonging without reducing Earth to a commodity. They belonged to the land. The Crown declared that the land belonged to it. Relationship became title. Title became collateral. Collateral became credit. Credit became debt. Debt became dependency. We call ourselves owners, yet remain economically bound to land we must labour to retain. We are not serfs in law. We are serfs by economic design. CANADA INHERITED CONSTITUTIONAL DEBT SECURED BY CLAIMED TERRITORY. CANADIANS INHERIT PRIVATE DEBT SECURED BY CONDITIONAL TITLE. The nation received a mortgaged Dominion. The citizen receives a mortgaged HOME. We are but beggars to our own demise—asking the system that enclosed the Earth for permission to remain upon it. Sixteen tons—and what did we get? Bread to keep us working. Circuses to keep us watching. Taxes to service the debt. Death before the account is settled. Indigenous nations paid the principal in territory.
