It’s not a holdout juror, the one juror is not following the law, which is to follow the judge’s instructions regarding reasonable doubt. The burden of proof is one the prosecutor, not the defendant.

The judge needs to meet with each juror privately and ask them to define reasonable doubt and how it applies to the case. If they can’t explain it, they can’t decide it.
