Bro, this been around for Decades lah. My previous work got parents n parents in-law for CPF payroll to enhance the local-foregin quota. These r the phantom workers. Another part is the misused of MYE - whereby Main Contractor upon winning contract= allotted part of their MYE to "appointed small contractors~some form of kickback established"involving little work but big MYE allocations. The small contractors then resell those MYE to other non relevant project affiliated works. Any DSC sub knows that getting the MYE is never a straightforward thingie ~ U need to enter their "inner circle".

yes some of them on paper pay the foreigners example $6000 but under the table ask them to return $3000. some promote the foreigners just to match the minimum income
