This is mostly just confused and seems more like BS. Perhaps he is trying to talk to an non-scientific audience, but to my memory Newton and Lipshitz didn't understand calculas (derivative) as the limit as two quanities goes to zero, that came much later from Euler or Gauss who put their definitions in more rigious basis.
