I think that means the silos that were lit up, are the ones that got the safeguard. Meaning 7 silos got the safeguard. And there are 43 still remaining

By the number of sticky notes in “Troy’s” file, I’m guessing he’s been woken up quite a few times to deal with out of line silos. 17 was just the one that actually gave others pause and set in place silo 1’s issues.
