That matters because earlier this year, the administration also paused immigrant-visa issuance for people from 75 countries until a federal judge stepped in. We’ve seen a similar pattern with the Diversity Visa program: one pause gets challenged, then another pause appears under a different justification. So the real question is becoming: when does a “temporary pause” stop being temporary and start functioning like an immigration ban? My prediction is that this ends up back in federal court.
