Understanding this issue requires examining its historical roots, the current humanitarian situation, the legal framework, and the arguments of all sides. Historical Context The modern history of Palestine begins with the collapse of the Ottoman Empire after World War I, when the territory came under British administration through a League of Nations mandate. In 1917, the Balfour Declaration expressed British support for a "national home for the Jewish people" in Palestine, while also stating that the rights of existing non-Jewish communities should not be prejudiced. In 1947, the United Nations adopted Resolution 181, proposing the partition of Palestine into separate Jewish and Arab states, with Jerusalem under international administration. The Jewish leadership accepted the plan; the Arab leadership rejected it. In 1948, the State of Israel was declared, triggering the first Arab-Israeli war.
