Ron isn’t an outsider. What it is showing is that Ron has never felt special because of all his older brothers. It’s not that he’s an outsider, it’s that his first Hogwarts letter is being treated as not a big deal compared to how the reactions probably were with his older siblings.

In the movies, they give Ron a lot of Hermione’s abilities. Ron was brave and incredibly strategic in the books. Plus, he was incredibly smart about the wizarding world which Harry and Hermione struggled with. Not as powerful as both but not dumb.
