Namibia's big four banks. Three are basically South African. FNB Namibia, 58% owned by FirstRand. Standard Bank Namibia, about 75% owned by its SA parent. Nedbank Namibia, 100% owned by Nedbank SA. Only Bank Windhoek stays locally controlled, through Capricorn Group. Here's the twist. One Namibian name is on every one of those share registers anyway, the Government Institutions Pension Fund. 27% of Capricorn. 16% of FNB Namibia. A slice of Standard Bank. Not a local ownership law. A pension rule. Regulation 13 compels every Namibian pension fund to keep 45% of its money inside the country. GIPF holds N$220 billion. It needs somewhere to sit. Local control?
