On 30 July 1916 German saboteurs blew up Black Tom, a munitions depot beside the Statue of Liberty. Black Tom was a small island off Jersey City, enlarged with landfill, joined to the shore by a causeway and owned by the Lehigh Valley Railroad. Its piers, warehouses, freight cars and barges held munitions bound for the Allies. The United States was still neutral and its companies could sell to anyone, but the British blockade of Germany meant that only Britain, France and Russia could buy. That night about 2 million pounds of ammunition sat on the island. Shortly after midnight small fires were seen on the pier. At 2:08 am the first and largest explosion went off. It was felt as far away as Philadelphia and has been compared to an earthquake of about 5.0 to 5.5. Windows broke across Manhattan, Brooklyn and Jersey City, and shrapnel rained over the harbor, some of it into the Statue of Liberty. Fewer than 10 people were killed. Within a day 3 men were charged with manslaughter: the Lehigh Valley's agent at Black Tom, the head of a barge company and a dock superintendent. Investigators later traced the attack to German agents, working to keep American munitions from Germany's enemies. In 1939 the Mixed Claims Commission ruled that Germany was responsible and awarded about $50 million. The settlement was renegotiated in the early 1950s, and the last payment was made in 1979. Before the blast, visitors could climb up inside the statue's raised arm to the balcony around the torch. The arm was closed to the public after the explosion. It stayed closed through the restoration of the 1980s, when the original torch was taken down and a new one was put in its place. The original torch now stands in the Statue of Liberty Museum on Liberty Island, where anyone can walk right up to it.
