No, he never really decides for them by himself. he always has actual humans beside him or even in front of him to make sure his decisions and actions reflect his "good intentions" properly. I was initially skeptical cuz he sleeps and everyone makes it sound like it is something he does voluntarily. But now, we know it is a consequence of him overexerting himself, not a luxury. He is branded as an absentee archon...but only his physical throne is empty. He is basically beside his people and more (e.g., skirk, dvorak, callirhoe, etc.) as long as he is awake.
