His explanation is completely wrong. His explanation can't be applied to non believers and new converts. You will still meet people who will embrace Islam with the characteristics of the Arabs at the time of the holy prophet and need the same verses he has quoted to train them. Also the verse that says don't approach salat when you are not in your correct state mind doesn't mention alcohol and should not be interpreted so but including any situation that makes the mind not stable.

I agree,there is no abrogation in the Quran, all the verses still applicable to non believers who want to embrace islam , because you can not force someone who is too much into alcohol to stop automatically as soon as they embrace islam it has to be gradual process.,so all the verses in the Quran are still relevant depending on the situation.
