A woman is considering a legal challenge against her council after it put two huge concrete Lego-type blocks outside her home only a week after she won a case over access. Helene Ball, 81, from Matlock, Derbyshire, recently won a three-year legal dispute with the same authority, Derbyshire county council, over a metal fence erected across a gap in her garden wall. The retired teacher now says she is being impeded by a pair of 2ft concrete blocks placed on the grass verge outside her home shortly after her tribunal victory.
