The only place where the Atlantic and Pacific oceans meet is at the southern tip of South America in the Drake Passage around Cape Horn and it doesn't look like that at all. The video actually show freshwater runoff from melting glaciers mixing with salty ocean water in places like the Gulf of Alaska, not the Atlantic-Pacific boundary.
