only reason not to build mage items is you don't get as much gold as support. I don't know the scalings on other champs but I know Soraka well. and in terms of healing a 850g rod heals as much as 2 full 600g heal power. if game goes long enough it's really not a bad idea to build more AP if you got the gold.
