I work in the film industry where we do literally store movies as image sequences. 24fps of TIFF files. A movie is about 5TB.

This is also why things like falling snow or heavy confetti tend to cause footage to drop in quality: hundreds of tiny fast-moving colorful pieces break up the contiguous areas of similar color that compression depends on, causing the software to lower the quality to save resources and framerate

Anytime I render animated video in blender it’s saved as thousands of MJPEGS and then I manually assemble them into an MOV file later on

compression is just one part of how encoders and decoders work. basically when encoding something it uses a technique called vectoring. so basically it calculates where to move a pixel to, instead of recreating the image. the compression part decides when it would be necessary to move a pixel or not and you could make it more aggressive which would make the image more blurry due to pixels not being moved correctly. the decoder takes those movements then and moves the pixels exactly when it's supposed to do so.
