The Catch: Because the Cybercab completely lacks manual controls (no steering wheel or pedals), federal regulations currently restrict selling them to regular individual consumers for everyday personal use. For now, Tesla is only collecting interest from commercial buyers looking to operate them strictly as a business fleet
