You missed the fact that another flagger was placed at the the leaving end of the station prior to where she was going down to set up flags to let the train operator know that there is personnel on the tracks setting up flags so proceed with caution and do no more then 10MPH. The flagger did make contact with the train operator and did let him know he decided to ignore what he was told because “he didn’t see any flashing yellows” and proceeded with normal speed. The whole purpose of that rule of leaving a flagger at the station before is to protect the flagger that are going to go down and set up flags because with out that flagger letting that train operator know then there is no real protection for the flagger because they are the ones putting out the flashing yellows so yes it makes sense he didn’t see any yellows because they were going to put them out there.

Omg 🙏🏿 R.I.P she was a good person. She used to work for housing authority. I went on a date with her about 7 yrs ago. We stayed in touch as friends. Condolences to her family 🙏🏿
