that’s what Enzo is. Great player and best used in an attacking role, but he’s not good enough for that at the highest level (guys like Cherki or Palmer are better attackers), nor is he good enough as a midfielder either especially off the ball. He’s difficult to fit in a team that isn’t built around him, but he’s not good enough to warrant building the team around him

Having watched him for years at Chelsea, he’s an 8 that doesn’t have the pace or creativity like Cherki or Plamer. No legs either so he’s a Luxury 8 and that is something you can’t carry for long in a team let alone City
