I'm wondering if the nuke was even real. They clearly needed a convenient excuse to get people into the silos but what's to say it wasn't actually the nano tech made to look like a mushroom cloud? Certainly it's clear the air is no longer toxic and they're still not letting people out so safety from fallout isn't the primary function of this little project, which tells me that it's actually related to memory. They wanted control environments to test what would happen if you completely removed people's memories, and had a clear set of years this was supposed to last for. When silos leave, it's seen as a failed experiment because the memory erasure didn't stick, not because of nuclear fallout issues in the area

The clip of Stensen outside you think it’s a flash back it could also be him living in the outside world. Then realizing something is going wrong with the whales, which could tie to something is wrong with the nanotechnology/the silos. Idk could be another theory.
