A controversial dispute over religious worship in a public park in Ichikawa, Chiba Prefecture, has taken an unexpected turn. The issue began when Gyotoku Mosque sought to use part of Minami-Oki Park during Eid al-Adha, a major Islamic festival, because the mosque could not accommodate everyone who wanted to attend. Local reporting confirmed that the city initially allowed use of the park only on the condition that congregational prayer would not take place there. The controversy intensified after Mayor Koh Tanaka publicly defended the decision in May, saying he believed prayer rituals should not take place in a public park and indicating that he did not intend to change that approach. The mosque had reportedly used the park for festival-related activities for many years, including cultural exchange activities, making the sudden change particularly significant for the local community. But months later, the situation shifted. Ichikawa City revised its approach, moving away from an absolute prohibition and toward evaluating future applications individually. Under the new approach, the religious nature of an activity itself would not automatically determine whether park use is permitted. Instead, factors such as the number of participants, duration, park occupancy, and whether ordinary users—including children—would be prevented from using the space would be considered. The change means the debate is no longer simply about whether prayer can take place in a public park. It raises a broader question about how Japanese municipalities should balance religious activities, freedom of assembly, community traditions, and equal access to public spaces. The earlier Eid event ultimately proceeded without congregational prayer in the park and was reported to have ended without major disruption. #Japan #Ichikawa #Chiba #JapanNews #GyotokuMosque
