It's a switch stick, aka disconnect stick, a lineman and substation hotstick tool. Today they are made out of fiberglass (still have that same metal head) but they used to be made of wood. It insulates from electrical shock when switching. Attached is a photo of a modern Hastings disconnect switch stick.
