Believe it or not nearly all victims of rape are actively discouraged by police to report what happened to them because they know it's unlikely to even go to court due to it being a case of he said she said and there's no physical evidence and I think sometimes that can make it worse on the victim because you tried to do something about it and nothing happens it just makes you feel powerless all over again. I think most of the time they just can't be arsed with the paper work involved because they know it's not going to get to a court room. I do recommend you report it even though you are unlikely to find any justice, it will be on record and it could potentially deter them from doing it to someone else and if it doesn't you having reported what happened to you could help the next victim get justice because your ordeal will help police build a case as it's now essentially a pattern of behaviour.

That police woman was trying to protect her from the pain of going to court. I was told the same because mine was domestic and started consensually. She even gave me examples of scenarios that went to court and got no conviction. I was able to get a 6 month injunction though. In 20 years they had never had a perpetrator turn up for the injunction hearing, but I knew he was coming. In the end he just got bollocked by the judge and the injunction was put in place. It sounds like they are being mean, but they are actually trying to prevent you going through the trauma when they know it won't get a conviction. 99% of rapes don't get anything.
