The older child should go to reform school and if possible, parents should monitor the bases to make sure this doesn't happen again. This is horrible and every adult should be held accountable along with the violent student. This would never have happened when I was growing up. The kid would have been kicked out of school.

First of all, that bus driver should be in trouble for not stopping what was going on in the back of the bus, and they had every right to. Prosecute the teenager because she shouldn't have hit that little girl, and bullied her for no reason. Schools need to get her under control and stop the hate. We all go to school to get our education, not to beat each other up and look cute
