If the policy exists, why is it not being properly implemented? Students should not have to argue or repeatedly explain their rights every time they use public transport. Transport operators need to respect the provision, and students should also be aware of their rights and speak up when they are denied. A policy is meaningful only when it is implemented fairly and consistently.
