They don’t outright say that Voldemort couldn’t come back just that he hasn’t come back. They say throughout he is not back not he is never coming back he’s dead just that he isn’t back. They also have a trace on him so they know he didn’t kill him with a spell of any kind

Dumbledore explained that Quirrell tried to steal the protected artifact hidden inside Hogwarts. Quirrell ran into the deadly magical traps and protections set up around the stone, which caused his death. The return of Voldemort was kept quiet at that moment, so the public and the Ministry did not receive any details about a dark possession. Stop over thinking fantasy. Sometimes its just that simple.

Everyone saying Harry Potter is this horribly written series cause of little things like this are hilarious. If you scrutinize every series, plot holes will arise. Is it the best written, obviously not. But just because the ministry of magic doesn’t address quirrels death on screen, does not mean the series is “terribly written”

The books aren’t the most logically written. There are a ton of questionable things throughout the series. However, they are still loads of fun if you take them for what they are and not try to think too much about how everything holds up in the world.

I’m not terribly familiar with the books anymore but I would rebut that the fact that the Ministry never attempted to investigate the disappearance/death of Quirrel actually lends itself to the idea that it was an ineffective bureaucracy that allowed Voldemort’s return. The fact that they did nothing to stop what could’ve been a second, even more powerful threat speaks to that ignorance and failure, I think.
