I think it's possible that both versions of the event are true e.g. the almost/ actual kiss, him saying "shall we try?" and Kihyun being verbally cruel. I think consciously, Kihyun convinced himself he was only testing Do Young's feelings because he believed they were shallow. But underneath that, I think he was genuinely attracted to her and enjoyed the closeness and physical contact more than he wanted to admit. That created a conflict he couldn't understand or accept: he was drawn to Do Young while still being consumed by his feelings about Gaon. The attraction made him feel confused and guilty, and instead of confronting those feelings, he redirected that anger onto Do Young and lashed out at her. So his cruelty may have been partly a way of denying the fact that he actually wanted her.
