Do commissars actually act like this? I once heard more experienced commissars consider it embarrassing when newer ones are all for genociding xenos. Because they say it is a sign of weakness that the imperium needs to wipe out primitive xenos

Fun fact, the Salamanders have done the same thing. Only that it was an entire Guardsman garrison that they wiped on grounds of cowardice and possible xenos corruption.
