I grew up on the US border. America has been on a slow march to where we are today. China is investing all over the world, a trade deal is not an endorsement of all their govt policies, but Xi isn't demanding everyone be like them either. They're a huge market and manufacturing giant. Carney isn't "bowing to communists", he's preparing for the shift.
