I remember when the ACA was trying to get passed. Part of the marketplace was going to be the ability to buy into Medicaid or Medicare and possibly lowering the eligibility aged of Medicare to 55. These provisions could have closed some of these gaps, but were considered piuson pills and threatened the entire bill being passed.

I had to explain to a man who’d worked in a small company for 15 years with only 11 employees that since he’d now qualified for ACA coverage and not Medicaid,he was now responsible for copayments where under Medicaid it was prohibited.
