What you are describing reflects a more recent New Age view of mediumship, where it is often claimed that after death everything is immediately good and everyone is simply fine. Ultimately, yes, everything is fine—but that does not necessarily mean that every personality moves instantly into the paradisiacal life that exists beyond this one.
There can be a period of healing, understanding, and adjustment before that transition takes place.
It is also true that personalities are naturally attracted to the vibrational level that corresponds to their own state of consciousness, much as they were on Earth. Like attracts like.
That said, even the worst criminal on Earth can eventually reach that higher state. But before doing so, that personality may need to go through a period of healing and come to understand what they created, the consequences of their actions, and the state of consciousness from which those actions arose.
This is not what religions have called hell. Hell, as a place of eternal punishment, does not exist. What may exist instead is a temporary state or environment of recovery, reflection, and healing before the personality is ready to transition and move on.
