id say the owner/ store guy has probably misinterpreted his lease. He most likely is believing decause his lease states he is " resposible" for the sidewalk outside his store. Not to mean he "owns" the sidewalk. 2 different things.

I go by mickey :
go to the county office and get the GIS survey. it tells exactly where the public easement is. if you were trespassed from within that easement, file a lawsuit on the business owner and the police department.
