Everything visible from the public can be filmed without permission. License plates, cars, people - if it is in public and normally viewable, it can be recorded as well as any interaction with law enforcement. Police Departments really need to educate their officers better. When these situations get litigated, the cost comes right out of taxpayer funds. Cities and counties typically have a litigation fund they pay penalties from. Our tax dollars because law enforcement doesn't understand 1A & 4A.
